Read it in a minute. Act on it the same day.

  • The bottom line first: what the bill is, who filed it and how close it is to passing.
  • What it would actually do, in the bill's own words, so nothing is lost in someone's paraphrase.
  • Which of your concerns it touches, and the exact lines that should worry you.
  • When it would take effect, who it would apply to, and what it would cost you if you're caught out.
  • Who to call about it: the sponsor's office, or the agency behind a proposed rule.
  • The full text of every version, ready to download and hand to your lawyer, your board or your team.

No AI writes your briefs or your summaries. Every brief is built straight from the bill or rule itself, and every staff summary is written by a person at The Needle. No guesswork and no spin, and every link goes to the official government source. You also get a monthly roundup of everything we found for you, plus a dashboard your whole team can use.

How it works

  1. Step 1

Tell us what you care about.

Data privacy in California. Right-to-repair anywhere. Proposed FAA rules. Say it in your own words and we set it up, and our team works through it with you after you sign up.

  2. Step 2

We watch, so you don't have to.

All 50 state legislatures, DC, Congress and every proposed federal rule, every hour of every day. Nights, weekends and holidays included.

  3. Step 3

You hear first, and you're ready.

As fast as an hour after a bill is filed, your whole team has a one-page brief: what it does, whether it's a threat, and who to call. The full text is one click away.

Courts, city and county governments and executive orders are not covered unless they appear in one of those sources. Massachusetts and South Dakota can't be checked every hour, so their bills may reach you later than bills from other states.

Who it's for

If a statehouse or a federal agency can change the rules you work under, Statute Scope is for you. Here is what people in each field count on us to catch.

  • Aerospace and defense

For manufacturers, suppliers and operators who answer to federal regulators, defense buyers and state incentive programs.

    For example:

    • Proposed FAA, Department of Transportation and Department of Defense rules
    • Export-control, NDAA and federal procurement bills in Congress
    • State drone, spaceport, tax-credit and workforce-incentive bills

We flag export controls and ITAR, FAA certification, drones and counter-drone rules, foreign-adversary sourcing bans, defense procurement and CMMC, commercial space and aviation workforce bills.

  • Retail

For retailers and consumer brands selling across many states, where each legislature sets its own rules.

    For example:

    • State consumer-protection, data-privacy and sales-tax bills
    • State labor, scheduling and delivery-app bills
    • Proposed FTC and Consumer Product Safety Commission rules

We flag packaging and bag rules, PFAS, sales tax, junk fees and auto-renewal, swipe fees, age-restricted products like vape, hemp and alcohol, “Made in USA” labels and tariffs.

  • Manufacturers, OEMs and suppliers

For smaller firms with no government-affairs staff. You get the alerts a compliance team would send, without hiring one.

    For example:

    • State right-to-repair, product-labelling, and chemical and PFAS bills
    • Extended producer responsibility bills on packaging, batteries and e-waste, and state procurement and tariff-related bills
    • Proposed EPA, Consumer Product Safety Commission and Department of Commerce rules

We flag right to repair, product safety, chemical reporting, tariffs and Section 232, CHIPS and reshoring incentives, battery and electronics recycling, and domestic-content rules. The Watch plan, at $150 a month, is usually enough.

  • Technology

For software, platform, hardware and telecom companies facing a different privacy, AI and online-safety law in every state.

    For example:

    • State privacy, AI and age-verification bills
    • Federal Section 230, broadband and FedRAMP bills
    • Proposed FTC, FCC and Department of Commerce rules

We flag consumer privacy and data brokers, AI rules, kids' online safety and age verification, Section 230, app-store and antitrust bills, broadband and spectrum, and foreign-adversary app bans.

  • Small business

For owners who can't follow fifty legislatures and a dozen agencies themselves. One subscription covers your whole team.

    For example:

    • State licensing, wage and paid-leave bills
    • Federal small-business tax and SBA bills
    • Proposed Department of Labor, IRS and FinCEN rules

We flag occupational licensing, SBA programs, franchise rules, pass-through and small-business tax, minimum-wage and paid-leave thresholds, and beneficial-ownership reporting. The Watch plan, at $150 a month, is usually enough.

  • Higher education and research

For colleges, universities and research institutes, and the offices that handle government relations, compliance and research.

    For example:

    • Proposed Department of Education rules, including Title IX
    • State funding, DEI, tenure and curriculum bills
    • Research-funding, research-security and student-visa bills and proposed rules

We flag Title IX, DEI and tenure, academic freedom and curriculum mandates, admissions, student visas, research funding and indirect-cost caps, foreign gifts, NIL and campus speech.

  • Human rights, racial justice and migration

For advocacy groups defending civil and human rights, whose work turns on what statehouses and Congress do next.

    For example:

    • State immigration, voting and protest bills
    • Federal bills on asylum, citizenship and civil-rights enforcement
    • The same model bill moving in several states at once

We flag “divisive concepts” bans, policing, sanctuary bans and state immigration crimes, asylum and birthright citizenship, voter ID and proof of citizenship, protest and mask laws, abortion bans, disability rights and foreign-agent designations.

  • Nonprofit service providers

For organizations that deliver services with public money, where a rule change can cut funding or change who you're allowed to serve.

    For example:

    • State homelessness, child-welfare and Medicaid bills
    • Federal grant, SNAP and refugee-resettlement bills
    • Proposed HHS, HUD and USDA rules

We flag federal grant rules and the Uniform Guidance, Medicaid contracts, Housing First and camping bans, SNAP work rules, immigrant and refugee services, child welfare, VOCA and disability services.

  • Civil rights, advocacy, and nonprofits

For nonprofits tracking bills that affect the communities they serve. National, regional, and local nonprofits with an annual budget under $5 million pay a reduced rate, and groups that are both trans-owned and trans-led can pay half price.

    For example:

    • State bills on health care, education or identity documents
    • Federal bills and proposed rules on civil-rights protections
    • The same bills moving in several states at once

We flag gender-affirming care limits, legal sex definitions, ID documents, bathrooms, sports, drag, marriage and foster care, HIV criminalization and nondiscrimination.

  • Nonprofit and solidarity rates

Mission-driven groups pay less. Pick your rate when you subscribe; we check eligibility afterwards.

Add staff summaries

$150 a month, with either plan

Every week, a person on The Needle's staff reads what we found for you, picks the five that matter most and tells you, in 50 to 100 words each, what it would do and why it matters to you. Written by people, never by AI. It arrives within 72 hours of the week's close. The nonprofit and solidarity rates take the same discount off this as off the plan.

Common questions

Which legislatures and agencies do you cover?

All 50 state legislatures, the Council of the District of Columbia, the US Congress, and proposed federal rules on regulations.gov. Courts, city and county governments and executive orders are not covered unless they appear in one of those sources.

How fast do alerts arrive?

As fast as an hour after we detect a new bill or proposed rule that matches what you watch, and within four hours, around the clock. Massachusetts and South Dakota can't be checked every hour, so their bills may reach you later.

Is AI used to write the briefs?

No. Every brief is built straight from the text of the bill or rule, with links to the official government source, and every staff summary is written by a person at The Needle.

What does it cost?

Watch is $150 a month or $1,500 a year, for up to 5 issues. Desk is $450 a month or $4,500 a year, for up to 20 issues plus a call each quarter. A year costs ten times the monthly price, which is two months free.

Can our whole team use one subscription?

Yes. A subscription is licensed to your organization, not by seat: everyone on your staff on your email domain can get the alerts and use the dashboard, with no per-person fees.

Do nonprofits get a discount?

Yes. The nonprofit rate takes 35% off for nonprofits with an annual budget under $5 million, and nonprofit universities with an annual budget under $100 million. The solidarity rate takes 50% off for nonprofits and community or mutual-aid groups that are both trans-owned and trans-led, within the nonprofit-rate size limits, with 10 places each month.

Can we cancel any time?

Yes. Pay monthly by card, or yearly by card or invoice, and cancel whenever you like. The month or year already under way isn't refunded.
